Disabled Wis. woman cited for walking dog in car

Police spokesman Joel DeSpain says the officer was sympathetic but told the woman she couldn't exercise her dog that way. He suggested fencing off a yard or exercise area. The officer issued a $114 citation for permitting a dog to run at large.
